Helen Broad · Fractional Chief of Staff
You bring me in when a program needs to move.
I’m the fractional chief of staff you call when an idea has to get off the ground, a program that’s run for a decade needs to expand, or a founding team needs the whole operation built at once. I’ll tell you the truth about where things stand, then build the systems, staffing, and reporting that move it.

Ten years spent inside the rooms where programs are decided: city government, national policy, and the nonprofits that carry both out.
I work as a fractional chief of staff to executive leadership, brought in when an organization needs more capacity at the top than a single hire can provide. That has meant being the first hire to the NYC Commission on Gender Equity, growing its team from two staff to ten (effectively serving as chief of staff to the Commission) while leading 20-plus programs, convening more than 50 agencies in a citywide gender equity partnership, and tracking 30-plus concurrent initiatives. In the UK, I briefed parliament on national social care policy and led and convened the Commission on Care Equity. I’ve also built the operating backbone for nonprofits as they scale from an idea to execution.
Social policy and equity work are a throughline for me, from the Commission on Gender Equity to the Commission on Care Equity to the policy work in between. My clients today range well beyond equity alone, but it’s still a passion and focus I bring to all my work.
The work today sits between strategy and delivery. I scope the problem as an active thought partner, not a pair of hands waiting for instructions, then turn that thinking into a workplan, a system, a report, or an event your team can execute. I judge every engagement by the same standard: did you end up with something durable and doable, with room to grow.
I hold an MS in International Social and Public Policy from the London School of Economics and a BA in Political Science and English from the University of Virginia.

Strategy and delivery, under one engagement.
Every organization needs a different mix of these six. I usually draw on three or four at once.
Three shapes the work can take.
Not sure which shape fits? Let’s talk it through.

From building a city commission’s team from the ground up, to briefing national policy, to running my own independent practice for clients scaling today.
Notes on programs, policy, and building things that last.
Bring me the problem; we solve it together.
However the work fits (fractional, retainer, or one defined project), the first step is the same: tell me where things stand.
